September CAP Marketing Board Meeting Scheduled

NORTH LITTLE ROCK - The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) will conduct its third quarterly meeting on Thursday, September 28, 2023, in North Little Rock. Members will meet at the Arkansas Department of Energy and Environment (E&E) Headquarters (5301 Northshore Drive, North Little Rock, AR 72118) from 10:30 a.m. – 12:00 p.m. 

The meeting agenda will include approving minutes from the June 2023 meeting and discussing vacant positions. In addition, representatives from the Division of Environmental Quality's (DEQ) Office of Air Quality (OAQ) will provide office updates.

The Marketing Board advises and assists DEQ with finding and maintaining markets for recyclable materials in Arkansas. CAP is a federal program established to help small businesses with air permits. The public is encouraged to attend the quarterly board meetings. Those interested in attending the meeting should register by emailing Vanessa Kohrs, at vanessa.kohrs@adeq.state.ar.us by 5 p.m. Friday, September 22, 2023.

November 2022 CAP/Marketing Board Meeting

NORTH LITTLE ROCK - The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) will conduct its fourth quarterly meeting on Thursday, November 17, 2022, in North Little Rock. Members will meet at the Arkansas Department of Energy and Environment (E&E) Headquarters (5301 Northshore Drive, North Little Rock, AR 72118) in Room 1E09, from 10:30 a.m. – 12:00 p.m. 

The meeting agenda includes a review of the Board’s accomplishments in 2022, as well as goals for 2023. A representative from the Division of Environmental Quality's (DEQ) Office of Air Quality (OAQ) will provide an office update to members. Additionally, a report will be presented by the E&E Director of Special Projects.

The Marketing Board advises and assists DEQ with finding and maintaining markets for recyclable materials in Arkansas. CAP is a federal program that was established to help small businesses with air permits. The public is encouraged to attend the quarterly board meetings. CAP Board Members attend 31st Arkansas Recycling Coalition Conference

Don Curran and Rodney Leggitt, Board Members, attended the 31st Arkansas Recycling Coalition Annual Conference on September 12-14th. Mr. Curran (left) received the Lifetime Achievement Award for his continued work with the Arkansas Recycling Coalition.


CAP quarterly meeting on Wednesday, August 24, 2022

Two Pine LandfillThe Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) held its quarterly meeting on Wednesday, August 24, 2022, in North Little Rock, Arkansas. The meeting began at 10:30 a.m. at the Two Pine Landfill, Waste Management Headquarters, at 100 Two Pines Drive. Before the meeting, the Board toured the Two Pine Landfill operation. Jodi Reynolds, Environmental Protection Manager, Waste Management of Arkansas, presented information to board members explaining Waste Management’s current DEQ Office of Air Quality Permit and why their facility requires a permit.

 
During the meeting, board members discussed representing the CAP Board at the Arkansas Recycling Coalition (ARC) conference September 12th -14th, 2022, and the Arkansas Environmental Federation (AEF) Conference October 5th -7th, 2022. CAP Board members will have an exhibitor booth at both conferences.

NORTH LITTLE ROCK - The Arkansas State Marketing Board for Recyclables and Compliance
Advisory Panel (CAP) will conduct its quarterly meeting on Monday, December 6, 2021, at 2:00
p.m. by utilizing the virtual meeting platform Zoom.

 
The  meeting  will  include  a  yearly  summary,  determination  of  the  2021  stipend,  amending  and 
approving minutes from a prior meeting, discussion of vacant positions, and an overview of the 2020
State of the Air Report.

CAP/Marketing Board Meeting Scheduled

 

NORTH LITTLE ROCK—The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) will conduct its third quarterly meeting on Monday, September 30, 2019, in Eureka Springs. Members will meet at the Best Western Inn of the Ozarks in the Dogwood Room, 207 W. Van Buren, Eureka Springs, Arkansas. This meeting is scheduled to coincide with the Arkansas Recycling Coalition annual conference.
The board meeting is scheduled prior to the conference reception from 3:00 p.m.–4:30 p.m.
CAP’s newly elected chairman, Jay Saxton, will lead the group in a discussion on outreach and planning opportunities for 2020. Jay Saxton has been the General Manager of Natural State Recycling since 2015. He entered the recycling business in 2011 after spending over ten years in agriculture related positions.

The Sustainability Consortium will be discussing their partnership with the Northwest Arkansas Council to develop a roadmap for economic development in the region based on the circular movement of recycled and recovered materials. The Department of Energy and Environment, Division of Environmental Quality (DEQ) will give the Marketing Board an update on the status of the Public Notice Task Force and discuss how changes to the public notice system might affect small businesses.

Quarterly meeting on July 9, 2019

The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) held its quarterly meeting on Tuesday, July 9, 2019, in Stuttgart, Arkansas. The meeting began at 10 a.m. at CAVU Aerospace, 1801 Military Road in Stuttgart. Following the meeting, the Board toured CAVU Aerospace’s facility and observed retired commercial aircraft being disassembled.


Quarterly meeting on April 4, 2019

The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) held its quarterly meeting on Thursday, April 4, 2019, at the Arkansas Recycling Coalition Spring 2019 Recycling and Sustainability Summit in Conway, Arkansas. The Board listened to a lecture by Ron Allen from the Arkansas Department of Environmental Quality on the department’s asbestos program, and qualifications for the Asbestos Grant Program.

The Arkansas State Marketing Board for Recyclables and Compliance Advisory Panel (CAP) held its quarterly meeting on Wednesday, December 12, 2018, in Little Rock, Arkansas. The meeting began at 10:00 a.m. at the Arkansas Department of Environmental Quality (ADEQ) Headquarters at 5301 Northshore Drive in North Little Rock. Following the meeting the Board toured the Davis Rubber Company at 1800 East 14th Street in Little Rock.

At the meeting, panel members discussed small business air permitting assistance needs, legislative changes that affect small businesses, and conducted an annual budget review. ADEQ’s Tire Accountability Program presented a program overview during the meeting.


2018 Third Quarter Meeting held in Fayetteville

The CAP conducted its third quarterly meeting on Wednesday, June 27, 2018, in Fayetteville. Site tours included the Noland Wastewater Treatment Plant (1400 N. Fox Hunter Road) and the West Side Wastewater Treatment Facility (15 S. Broyles Avenue).
 
At the meeting following the site visits, panel members discussed their statewide and national recycling concerns, effectiveness of ADEQ’s current Small Business Loan Program, statewide recycling surveys, and ADEQ’s Air Integrated Regulation (AIR) streamlining project.

Merger for Board

The State Marketing Board for Recyclables had their 2nd quarter meeting at Waste Management Sustainability Center in Rogers, AR on May 23, 2017. The Board discussed the legislatively mandated merger between the Board and the Compliance Advisory Panel (CAP). The CAP was originally developed to assist small businesses with their air regulations. The newly formed Panel will continue with most of their recycling responsibilities and will include advising small businesses on any difficulties they encounter, and degree and severity of enforcement with air, water, and land resources. Al Drinkwater, Sr. Vice President A.E.R.T., Inc. informed the board on what types of recycled materials they use to produce their products. He also spoke on the history and changes at A.E.R.T. Market for Materials Needed

The Marketing Board was able to visit Arkansas Kraft/Green Bay Packaging. Three primary materials that they need markets for are: Boiler Ash - primarily bark waste - approx. 3,117 cubic yards per month; Primary Clarifier Sludge - grit, ash, sand and water chemicals - approx. 6,397 cubic yards per month; Secondary Fiber Rejects - pulped fiber (absorbent nature) - approx. 577.5 cubic yards. 1st Quarter Marketing Board Meeting

The Marketing Board held their first meeting at the Morrilton Chamber of Commerce on March 1, 2017. Edwin and Melanie Wells talked about one of their businesses, Wood Waste Recycling. They said that rice hulls and sawdust are two of the hardest things to recycle or reuse currently. Bill Burrough offered to supply them with some contacts for this material and Don Curran made several suggestions such as landfilling, pellets or poultry houses, followed by discussions. Renee McGhee, Director of Action Shredding, told us about her facility,which is manned by special needs individuals. Following the meeting we went to her facility and were able to see her operation. Postive Results From Meeting

The Marketing Board travels throughout Arkansas and assists local businesses and industries with their sustainability efforts. They assist with information and matching facilities with personnel or businesses that can provide the services that they need. Don Curran, board member,is helping a local bakery in Batesville with collecting their cardboard at their facility in Conway. The Board assisted in facilitating White River Regional Solid Waste District helping with their overflow of cardboard at the bakery in Batesville. The second quarter Marketing Board meeting was held in Batesville, AR on June 22, 2016. Thomas Floyd, Associate Environmental Biologist with Future Fuel gave the first presentation followed by George Lattus, Manager at White River Medical System. Marketing Board Member Receives Award

Don Curran, Marketing Board Member, received the Pay It Forward Award from Channel 4 for all of his accomplishments.  Don was appointed to the Marketing Board two years ago and he is a very active member.  He meets with businesses and industries about their recycling efforts and offers suggestions on things they could recycle.   Don is always searching for markets for materials that are hard to recycle.  Along with his duties on Marketing Board, he is active in the Arkansas Recycling Coalition and has agreed to be on the Special Materials Committee for the Statewide Solid Waste Plan.

Special Provision

Marketing Board sent to over 450 letters to asphalt pavers, commercial and residential builders and roofers, county judges, Arkansas Municipal League and Solid Waste Districts regarding the Special Provision that the Arkansas Highway and Transportation Department  passed in February, 2014. This Special Provision allows 3% post-consumer or 3% pre-consumer shingles in roadway mix.  See letter and copy of Special Provision under Correspondence tab.

Marketing Board Member Receives Award

Don Curran, Marketing Board Member, received the Individual Recycler of the Year Award at the Arkansas Recycling Coalition Conference held September 13 and 14, 2012.  This award was presented to him for the work that he does in promoting recycling to businesses and individuals in Arkansas.
