The Board is tasked with working with existing industry to encourage the use of recyclables in their manufacturing processes and recruiting new industries that use recyclables in their manufacturing processes. The Board has visited numerous businesses and industries in Arkansas to learn about their recycling efforts and assist them in any of their recycling concerns or needs. They provide businesses and industries with information concerning the Arkansas Tax Credit Program, which assists them in saving money on purchasing qualifying recycling equipment.
The Board’s quarterly meetings are held all over the State of Arkansas in order to encourage the Solid Waste Districts and city and local officials to participate. They are assigned the duty of advising and assisting state and local officials in all areas of recycling. The Board assists with any and all recycling issues that are brought to their attention.
The duties of the Board shall include:
(1) Render advisory opinions concerning the effectiveness of the Small Business Stationary Source Technical and Environmental Compliance Assistance Program, difficulties encountered, and degree and severity of enforcement;
(2) Make periodic reports to the Administrator of the United States Environmental Protection Agency concerning the compliance of the Small Business Stationary Source Technical and Environmental Compliance Assistance Program with the requirements of the Paperwork Reduction Act of 1980, the Regulatory Flexibility Act, 5 U.S.C. § 601 et seq., and the Equal Access to Justice Act, 5 U.S.C. § 504, 28 U.S.C. § 2412, and 42 U.S.C. § 1988;
(3) Review information for small business stationary sources to assure such information is understandable by the layperson;
(4) Have the Small Business Stationary Source Technical and Environmental Compliance Assistance Program serve as the secretariat for the development and dissemination of such reports and advisory opinions;
(5) Developing a program for the coordination of all existing marketing programs for recyclables;
(6) Developing an overall marketing plan for Arkansas recyclables;
(7) Conducting an inventory of marketing for recyclables in Arkansas and the surrounding states;
(8) Working with existing industry to encourage the use of recyclables in their manufacturing processes;
(9) Recruiting new industries that use recyclables in their manufacturing processes;
(10) Maintaining current information on market prices and trends; and
(11) Advising and assisting state and local officials in all areas of recyclables marketing.
